Qatar Accelerates AI Adoption Under Digital Agenda 2030

Qatar is steadily advancing the adoption of artificial intelligence across government and key economic sectors as part of its Digital Agenda 2030 and Qatar National Vision 2030, reinforcing its ambition to become a regional hub for emerging technologies. Artificial intelligence has been positioned as a strategic pillar for improving efficiency, productivity, service quality, and digital inclusion.

To coordinate national efforts, the Council of Ministers established the Artificial Intelligence Committee in 2021. The committee oversees the implementation of Qatar’s National Artificial Intelligence Strategy, aligns initiatives across government entities, supports talent development and research, fosters startups, and builds international partnerships. It also monitors global AI trends and represents Qatar in international forums.

Artificial intelligence has become a core priority within Qatar’s digital transformation agenda. The Digital Agenda 2030 focuses on expanding digital infrastructure, automating government services, and embedding digital culture to enhance quality of life and economic growth. The Ministry of Communications and Information Technology plays a central role in driving these efforts through programs such as the Digital Business Incubation Center, TASMU Accelerator, and TASMU Innovation Lab.

In December 2025, Qatar hosted the second Global AI Summit under the theme “Building the Future of AI Together,” highlighting its commitment to AI as a strategic necessity rather than a purely technical option. Officials emphasized the acceleration of AI adoption across government entities to support smarter services, faster decision-making, and improved institutional performance.

Qatar’s National Artificial Intelligence Strategy is built around six pillars: education, data access, workforce development, business enablement, research, and ethics. A key initiative under this framework is the Government Artificial Intelligence Program (GovAI), which provides a structured pathway for government entities to propose, test, implement, and showcase AI-driven solutions.

AI applications are already being deployed across multiple ministries. These include AI-powered recruitment and tendering systems, automated legislative drafting tools, personalized learning platforms in education, and predictive analytics systems for labour market planning. Collectively, these initiatives aim to deliver measurable impact, strengthen governance, and support the growth of a knowledge-based digital economy.
