Qatar regulator opens consultation on proposed update to radio spectrum fees

Qatar’s Communications Regulatory Authority (CRA) has launched a public consultation on proposed updates to fees for the use of radio spectrum, as part of its regular review of the national spectrum fee framework. The review is being conducted under Ministerial Decision No. 15 of 2015, approved by the Cabinet, and reflects ongoing changes in wireless technologies and market demand.

CRA said the proposed update takes into account new frequency allocations following the World Radiocommunication Conferences in 2019 and 2023, as well as growing demand for spectrum resources. The objective is to ensure that spectrum fees remain transparent, fair, and aligned with international regulatory best practices, while supporting efficient and sustainable spectrum management.

Under the proposal, CRA will retain its existing formula-based pricing model, which links spectrum fees to bandwidth, frequency band, geographic coverage, and licence duration. However, targeted refinements have been introduced, including revised fee tables for terrestrial radio services and updated structures for satellite services that better reflect differences between system types.

The proposed framework also introduces a new dedicated category for emerging direct-to-device satellite services. In addition, it simplifies fee structures for Wi-Fi services, wireless cameras, and temporary spectrum use for events, and clarifies administrative charges related to spectrum services. CRA said these measures are intended to encourage innovation, improve spectrum efficiency, and ensure long-term sustainability of radio frequency resources.

Stakeholders have been invited to review the proposal and submit feedback to the CRA by email by February 19, 2026.
