The Pakistan Digital Authority (PDA) and the DFINITY Foundation have signed a memorandum of understanding to support the development of sovereign AI-native digital infrastructure in Pakistan, aimed at keeping sensitive data within the country while enabling secure, modern software systems designed for the AI era.
Under the agreement, DFINITY will support the creation of a dedicated Pakistan Subnet on its Internet Computer Platform (ICP), described as a sovereign cloud environment capable of hosting tamper-resistant software, national-scale applications, and AI-powered systems independent of foreign cloud infrastructure. The initiative is intended to strengthen data sovereignty, national resilience, and digital innovation capacity.
The collaboration also includes plans for a national messaging application focused on secure and verifiable communications, expanded access to DFINITY’s AI platform Caffeine, and the provision of 1,500 licenses to support application development and capacity-building initiatives across government institutions, education, and entrepreneurship ecosystems. DFINITY will also establish a local presence in Pakistan to support long-term technical collaboration.
PDA Chairperson Dr Sohail Munir said the partnership represents a significant step in Pakistan’s digital evolution by enabling investment in AI-ready infrastructure and supporting innovation across public and private sectors. DFINITY Founder and Chief Scientist Dominic Williams said the initiative lays the foundation for secure and verifiable AI and cloud services aligned with national priorities.
