The Pakistan Digital Authority (PDA) and the DFINITY Foundation have signed a Memorandum of Understanding to develop sovereign AI-native digital infrastructure aimed at strengthening data security, digital resilience, and national technological capabilities. The collaboration focuses on ensuring that sensitive national data remains within Pakistan while enabling modern software systems designed for AI-driven applications.
Under the agreement, DFINITY will support the creation of a dedicated Pakistan Subnet on its Internet Computer Platform (ICP), positioned as a sovereign cloud environment capable of hosting tamper-resistant applications, national-scale digital systems, and AI-powered services independent of foreign cloud providers. The initiative is intended to enhance transparency, security, and verifiability in public digital systems.
The partnership also includes plans to develop a National Messenger application to enable secure and verifiable communications across government institutions. In addition, Pakistan will gain access to 1,500 licenses for Caffeine, DFINITY’s AI development platform, to support capacity building across government, education, and entrepreneurship sectors by enabling application development using natural language prompts.
DFINITY confirmed plans to establish a local presence in Pakistan to support long-term collaboration and technical engagement, reinforcing the country’s efforts to build AI-native services aligned with national digital priorities. The initiative reflects a broader push toward digital sovereignty and localised cloud infrastructure as governments increasingly seek greater control over strategic data and AI systems.
