Artificial intelligence adoption across the GCC is accelerating as governments place AI at the centre of national economic strategies. Initiatives such as Saudi Arabia’s Vision 2030, the UAE’s National AI Strategy 2031, and Qatar’s national development roadmap are driving rapid adoption across industries. According to McKinsey, AI adoption among GCC organisations has reached about 84 percent, with the technology expected to contribute up to $320 billion to the Middle East economy by 2030.
As AI deployment expands, regulatory compliance is emerging as a critical factor determining whether organisations can scale their AI initiatives sustainably. Shaffra, an AI research and applications company, identifies six key trends that are influencing how companies across the region are deploying and managing AI technologies.
The first trend is the acceleration of AI adoption in highly regulated sectors. Government entities, financial services, telecommunications, aviation, and semi-government organisations are leading AI deployment because they operate at scale and face strong regulatory oversight. However, rapid deployment in these sectors is also exposing governance weaknesses where documentation and oversight mechanisms remain underdeveloped.
The second trend is that compliance has become a prerequisite for scaling AI. Around 88 percent of Middle East CEOs report adopting generative AI, but organisations increasingly require explainability, audit trails, data lineage tracking, and strong human oversight before expanding deployments. Privacy concerns are also driving stronger governance requirements.
A third trend is the rise of sovereign AI and data residency requirements. Data protection frameworks such as the UAE’s federal data protection law, Saudi Arabia’s Personal Data Protection Law, and Oman’s data protection regulations are influencing how AI systems are designed and where data is stored. In sectors such as banking, healthcare, energy, and telecommunications, local control of data and AI models is becoming a strategic requirement.
The fourth trend is a renewed focus on human accountability in AI decision-making. Organisations are increasingly defining when human oversight is required, particularly for high-impact decisions related to finance, employment, healthcare, and public services. AI is expected to automate routine processes while humans remain responsible for critical decisions.
Another emerging trend is that governance maturity is slowing AI deployment in some organisations. Many companies are experimenting with multiple AI tools and pilots but lack a central governance structure, clear ownership of AI systems, and consistent risk assessment frameworks.
The final trend is the growing importance of continuous auditing. Machine learning models can degrade over time due to bias, data drift, or misuse vulnerabilities. As a result, organisations are implementing ongoing monitoring, risk assessments, and compliance checks to ensure AI systems continue to operate safely and effectively.
Across the GCC, compliance frameworks are increasingly being embedded directly into AI infrastructure and operational workflows. Companies that integrate governance and regulatory compliance into their AI systems from the start are expected to lead the region’s next phase of AI-driven innovation.
