Morocco’s ANRT to Launch Quality of Service Campaigns for Fixed Internet Networks in 2025

Morocco’s National Telecommunications Regulatory Agency (ANRT) announced on January 17 that it will initiate campaigns in 2025 to assess the quality of service (QoS) for fixed network customers, including ADSL and fiber users. The aim is to ensure high-quality services for the 2.57 million fixed Internet subscribers in the country, who are served by operators Maroc Telecom, Orange, and Inwi.

A report by the Global Association of Telephone Operators (GSMA) in November 2023 emphasized the importance of QoS measurements in protecting consumers’ interests and ensuring that service providers meet the standards outlined in their licenses.

The ANRT’s QoS measurements will be carried out using equipment installed at a panel of subscribers, allowing continuous monitoring of service quality over a specified period. The key indicators to be analyzed include latency, throughput, web browsing, and video streaming quality.

This initiative aligns with the ANRT’s regulatory responsibilities. The agency already conducts quality assessments for mobile networks, and with the rapid adoption of fixed Internet services, which had 1.46 million subscribers in Q3 2019, the extension of these campaigns to fixed networks was a natural step.

Although the schedule for these campaigns has not yet been confirmed, the first campaign for registering voluntary subscribers will end on February 7. The ANRT has not yet disclosed the specific thresholds that must be met or the penalties for non-compliance by operators.

The law provides the ANRT with several enforcement mechanisms in cases of operator failure to meet their obligations. The agency may issue formal notices with a compliance period of 8 to 60 days. If operators fail to comply, sanctions can range from warnings and fines (up to 2% of annual turnover, or 5% for repeat offenses) to more severe penalties, including temporary or partial suspension of licenses or their permanent withdrawal.
