Jordan formalizes inter-agency framework to mitigate digital risks for minors

AMMAN — Jordan has established a national inter-agency framework aimed at protecting minors from digital risks, marking a coordinated effort to strengthen online safety through regulatory, educational, and technological measures.

The initiative follows an executive mandate to form a National Committee dedicated to safeguarding children within the digital environment. The Telecommunications Regulatory Commission (TRC), acting as the committee’s General Secretariat, is leading collaboration between key government entities including the Ministries of Digital Economy, Education, and Social Development, the National Cybersecurity Center, and major telecom operators Zain, Orange, and Umniah.

The framework focuses on evaluating both the technical and legal feasibility of measures designed to limit minors’ exposure to harmful digital content while ensuring that policies remain sustainable and balanced. Authorities emphasised that the approach extends beyond restrictions, aiming to promote responsible digital engagement through a broader “Digital Citizenship” agenda.

As part of the initiative, cybersecurity awareness and ethical internet usage will be integrated into national education programmes, supported by public awareness campaigns led by the Ministry of Government Communication. The effort seeks to balance technological empowerment with protective safeguards, reinforcing Jordan’s ambition to develop a secure and inclusive digital ecosystem for younger users.
