Three Moroccan ministries and AXA Group signed a partnership agreement in Rabat on February 16 to develop national expertise in artificial intelligence, data science, and other high-demand technology fields.
The agreement brings together the Ministry of Industry and Trade, the Ministry of Higher Education, Scientific Research and Innovation, and the Ministry of Digital Transition and Administrative Reform. The initiative aims to strengthen alignment between academic training, research, and industry needs, while building a workforce equipped to support Morocco’s growing digital economy.
Under the partnership, the parties will roll out initial and continuing training programs, expand apprenticeship opportunities, and support research and development projects linked to digital transformation. Programs will be designed in coordination with universities, public higher education institutions, and schools affiliated with the Ministry of Industry and Trade to ensure they match evolving labor market requirements.
Minister Amal El Fallah Seghrouchni emphasized that strengthening digital and AI capabilities is central to Morocco’s transformation agenda. She noted that the partnership will help build a national ecosystem capable of anticipating technological shifts, reinforcing Morocco’s ambition to position itself as a regional hub for technology careers while enhancing technological sovereignty and economic competitiveness.
The agreement aligns with Morocco’s broader digital strategy. Recently, the country launched the Maroc IA 2030 roadmap, a national artificial intelligence framework focused on governance, digital sovereignty, and practical AI deployment across public services and the wider economy. The roadmap supports the “AI Made in Morocco” vision, which seeks to develop locally designed AI solutions aligned with national priorities.
Morocco is also accelerating digital government reforms. Eight cooperation agreements have been signed between public institutions and private-sector partners to develop the Idarati X.0 platform, a unified digital interface enabling citizens to complete administrative procedures fully online. The initiative includes plans for a national digital wallet connected to secure infrastructure and the electronic national identity card, with a six-month development and testing roadmap ahead of broader rollout.
