Tunisia’s Telecom Regulator Opens Consultation on Fiber Optic Infrastructure Sharing

The Instance Nationale des Télécommunications (INT) of Tunisia has launched a public consultation on the framework for sharing fiber optic infrastructure, a move aimed at accelerating the country’s transition to high-speed internet access under the National Very High Speed Plan (Plan National THD) adopted in 2024. The consultation will run from September 26 to October 8, 2025, inviting feedback from industry stakeholders to help shape policies for efficient and transparent fiber deployment in new real estate projects.

The initiative builds on Decision Coll/Reg/16/2024, which defined technical and operational guidelines for fiber optic sharing, but highlighted coordination challenges among telecom operators, particularly in new developments. By promoting the principle of mutualisation—shared use of infrastructure—the INT aims to reduce duplication, cut costs, and speed up nationwide fiber rollout.

Key elements of the consultation include the role of Points of Mutualisation (PMs), where multiple operators connect to access lines serving homes and businesses. Stakeholders are encouraged to provide input on PM capacity, placement, deployment rules, and mechanisms to guarantee fair, non-discriminatory access for operators.

The consultation also emphasizes the importance of operators publishing wholesale access offers with transparent technical and pricing conditions, subject to regulatory approval. Agreements between operators, developers, and building co-owners will be central to defining responsibilities for installation, management, and maintenance.

Further, the INT seeks insights on deployment challenges such as coordination in pre-wired versus non-pre-wired buildings, as well as measures to protect existing infrastructure from damage.
