Cameroon Telecom Regulator Fines Orange and MTN Over Service Quality and Pricing Violations

The Cameroon Telecommunications Regulatory Board (ART) has imposed fines totaling CFA 2.6 billion (approximately USD 4.6 million) on the country’s two largest mobile operators, Orange Cameroon and MTN Cameroon. Following inspections in April and May 2024, ART found both companies violated key regulatory standards related to network coverage and service quality.

Orange Cameroon was fined CFA 1.5 billion (around USD 2.5 million) plus an additional CFA 217 million (about USD 357,600) for pricing regulation breaches and poor safeguards for unsubscribing from value-added services (VAS), a common complaint among subscribers. MTN Cameroon received a penalty of CFA 1.1 billion (approximately USD 1.8 million).

ART emphasized these fines as part of a wider effort to enforce compliance and hold operators accountable for quality of service, citing issues like dropped calls, slow internet, and inconsistent network availability as barriers to Cameroon’s digital progress and economic productivity.

The regulator’s decisive action sends a strong message on the importance of transparency and quality in the telecom sector. Both operators have yet to publicly respond.
