The Nigerian Communications Commission (NCC) has launched a formal licensing framework for international application-to-person (A2P) messaging aggregator services. This framework aims to enhance regulatory oversight, improve service security, and ensure high-quality international A2P messaging traffic entering Nigeria.
Aligned with the Nigerian Communications Act 2003 and Licensing Regulations 2019, the license creates a standardized approach for managing international messaging through NCC-approved platforms. It promotes transparency, accountability, and consistent service delivery amid Nigeria’s growing A2P messaging market.
Key points include:
- Mobile Network Operators (MNOs) are not eligible to apply.
- Applicants may collaborate with one qualified technical partner if needed.
- Applications must be submitted with required documentation within seven days of the official announcement.
- A non-refundable administrative fee of 5% applies at submission.
This initiative reflects NCC’s dedication to protecting Nigeria’s digital infrastructure while fostering sustainable growth of international messaging services.
