The Pakistan Telecommunication Authority (PTA) conducted an independent Quality of Service (QoS) survey across 19 cities during Q2 2025, assessing the performance of leading Cellular Mobile Operators including Jazz, Telenor, Ufone, and Zong. The evaluation, carried out under the Cellular Mobile Network QoS Regulations 2021, involved 43,000 voice and SMS tests alongside 340,000 broadband data samples.
The survey focused on voice quality, mobile broadband speed, web browsing, latency, and SMS reliability. Results showed that none of the operators fully met the Key Performance Indicators (KPIs) mandated by their licenses and regulations. Real-time 4G/LTE signal strength was measured using auto-detection technology, revealing partial compliance but failure to reach required benchmarks.
Latency tests, critical for mobile internet responsiveness, involved ping rate measurements against multiple websites and third-party servers. Unfortunately, all operators fell short of meeting latency standards, adversely impacting user experience during mobile data use.
PTA emphasized the need for telecom providers to address these shortcomings in latency and throughput to enhance digital services nationwide. Operators are expected to improve their performance in upcoming quarters.
