Qatar’s Ministry of Communications and Information Technology has signed a major cooperation agreement with PwC Middle East and OpenAI, aiming to fast-track the country’s transition toward a fully integrated national AI ecosystem. The partnership represents a strategic push to expand advanced AI infrastructure, strengthen adoption across public and private sectors, and ensure that emerging AI solutions remain reliable, innovative, and safe.
The collaboration will center on three core pillars: establishing a national AI testbed for government entities and startups, boosting public-sector productivity through tools such as ChatGPT, and designing AI-driven projects that support Qatar’s strategic sectors. By combining policy expertise, advisory support, and access to cutting-edge AI models, the initiative seeks to transform Qatar’s digital capabilities from experimentation to large-scale impact.
The agreement was signed by MCIT’s Director of Digital Innovation Eman Al Kuwari, PwC Middle East Consulting Partner Yazan Al Safi, and OpenAI’s Head of Enterprise for MENA Farouk Hamzawi.
Al Kuwari stated that the partnership marks a practical step toward building a world-class national AI framework anchored in governance, trust, and responsible innovation. She noted that the initiative will empower government bodies and startups to build high-impact AI solutions that improve services, enhance efficiency, and support Qatar’s move toward a sustainable, knowledge-based economy.
Al Safi emphasized PwC Middle East’s commitment to expanding AI adoption responsibly, saying the collaboration gives Qatar the tools to shift from pilots to scalable implementation across priority sectors. Hamzawi highlighted OpenAI’s role in providing advanced AI models and contributing to the national testbed to help Qatar achieve its digital transformation goals safely.
Under the agreement, MCIT will create an enabling environment for AI deployment, PwC will guide entities in identifying and executing AI opportunities, and OpenAI will offer technical support to ensure global best practices in responsible AI use. Together, these elements will help accelerate productivity, elevate innovation, and power Qatar’s long-term ambitions in the digital economy.
