Qatar has strengthened its position as a leading destination for global talent, ranking second in the Middle East and North Africa and 35th worldwide in the Global Talent Competitiveness Index 2025, published by INSEAD in partnership with the Portulans Institute. The report assessed 135 economies on their ability to enable, attract, grow, and retain talent amid global disruption.
With an overall score of 53.87, Qatar outperformed many regional peers and ranked firmly among high-income economies navigating rapid technological and geopolitical change. The country delivered its strongest performance in the Attract pillar, placing seventh globally, reflecting exceptional openness to international talent. Qatar ranked first worldwide for migrant stock and international student inflows, while also securing eighth place for brain gain.
Qatar also demonstrated strong institutional foundations in the Enable pillar, ranking 29th globally, supported by high political stability, effective governance, and solid regulatory quality. World-class digital infrastructure, including universal mobile network coverage and internet access in schools, further reinforced its talent ecosystem. The report identified Qatar, alongside the UAE and Saudi Arabia, as a top-tier performer in the MENA region.
