Egypt Leads Adoption of UN Resolution on AI in Telecom Development

Egypt has led the adoption of a United Nations resolution on artificial intelligence in telecommunication development, reinforcing global support for developing countries in their digital transformation efforts. The resolution was approved during the World Telecommunication Development Conference 2025, held in Azerbaijan, following more than 10 days of negotiations across 12 formal sessions.

Proposed by Egypt’s Ministry of Communications and Information Technology, the resolution mandates the International Telecommunication Union’s Telecommunication Development Sector to provide technical assistance and capacity-building support in ICT, with a strong focus on developing nations. Egypt formally presented the resolution’s objectives, pillars, and expected impact, while also addressing concerns raised by regional groups and individual countries, helping to secure consensus ahead of its adoption as a binding recommendation.

In parallel, Egypt also led negotiations to include artificial intelligence as a core theme within the agenda of ITU Study Group 2 on digital transformation. Egypt is set to chair the study group during the ITU operational planning period from 2026 to 2029.

Officials said the outcome reflects Egypt’s growing influence in global AI and digital policy discussions and highlights its active role within the ITU. The resolution positions artificial intelligence as a critical enabler of inclusive telecommunication development and strengthens Egypt’s role in shaping digital priorities that address the needs of developing economies.
