Egypt Jumps 47 Places in World Bank’s Digital Government Index, Ranks 22nd Globally

Egypt has climbed 47 positions in the World Bank’s 2025 Digital Government Maturity Index, ranking 22nd worldwide and firmly securing a place in Category (A), the highest tier for digital government performance. The country recorded a maturity score of 0.911 out of 1, up sharply from 0.751 and a 69th-place ranking in the previous 2022 edition.

The report highlights strong progress across all four pillars of the index. Egypt’s score for core government systems and automation increased to 0.916, while digital service delivery rose to 0.962. Digital participation and citizen engagement saw one of the biggest improvements, reaching 0.896, up from 0.626, and the digital government enablers pillar advanced to 0.869.

Minister of Communications and Information Technology Amr Talaat said the achievement reflects the success of the Digital Egypt strategy, which focuses on automating government services, expanding the Digital Egypt platform, strengthening digital infrastructure, and enhancing citizen engagement. He also pointed to supportive legislation, including the Open Data Policy, as a key enabler.

Talaat emphasized that building digital skills remains a priority, with training programmes for both technology specialists and public-sector employees. He added that innovation is being promoted through initiatives such as the Government Innovation Lab at the Digital Egypt Innovation Centre in Giza, which supports govtech start-ups and service quality improvement.

Over the past five years, Egypt has progressed steadily from Category (B) to the top Category (A), recording a 21.3 percent increase in digital government maturity and positioning itself among the world’s leading digital governments.
