Morocco has advanced 14 positions in the Government AI Readiness Index 2025, reflecting growing progress in artificial intelligence governance and the country’s efforts to strengthen digital capacity within the public sector.
The improvement was highlighted by Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni during an international meeting in Kuwait, where she underscored Morocco’s ongoing efforts to integrate AI into governance and public administration. The index evaluates countries based on government strategy, technology ecosystems, data readiness and infrastructure development.
Morocco now ranks around 86th globally, demonstrating steady progress in building AI capabilities and positioning itself among improving performers in parts of the Middle East and North Africa region. Authorities attribute the advancement to regulatory reforms, investments in digital skills, and initiatives designed to encourage responsible innovation while strengthening governance frameworks for AI deployment.
Key programmes supporting this progress include the Digital for Sustainable Development Hub, developed in partnership with the United Nations Development Programme, which aims to apply AI and data science to development challenges. The Al Jazari Institutes Network, part of the “AI Made in Morocco” initiative, is also helping connect academia, startups and public institutions to accelerate locally developed AI technologies.
Officials emphasised that artificial intelligence has evolved beyond a technical field into a strategic and geopolitical issue, requiring international cooperation to ensure inclusive, ethical and sustainable digital transformation while enhancing national competitiveness.
