Beyon has been selected as the Winning Investor by the Kuwait Authority for Partnership Projects (KAPP) for the country’s Fixed Telecommunications Network Development Project, marking a major milestone in Kuwait’s digital infrastructure expansion.
Under the agreement, Beyon will design, finance, build, operate and maintain a nationwide high-speed fibre broadband network through a 50-year public-private partnership (PPP). The project is expected to attract more than $2.8 billion in total investment over the duration of the concession.
A dedicated project company will be established for the initiative, with KAPP holding a 60% stake and Beyon retaining 40%. Once the network becomes fully operational, a portion of the shares will be offered to Kuwaiti citizens through an initial public offering (IPO).
The project aims to deploy a nationwide fibre network capable of reaching 90% of Kuwait’s available plots, delivering symmetrical speeds of up to 10Gbps. The infrastructure will provide high-capacity connectivity for households, businesses and government institutions, supporting Kuwait’s digital transformation agenda and the goals of Kuwait Vision 2035.
Beyon was selected following a competitive qualification and tender process, outperforming several international bidders. The proposal was developed internally by Beyon’s teams, demonstrating the group’s technical expertise and operational capability in fibre network development.
The company’s bid was supported by its experience delivering large-scale fibre infrastructure projects in Bahrain, Jordan, the Maldives and the Channel Islands. Across its operating companies, Beyon has already achieved more than 2.2 million homes passed, with fibre coverage in Bahrain reaching 95.4%.
A key element of Beyon’s proposal also drew on its experience with the structural separation of Batelco and the creation of Bahrain Network (BNET) as an independent wholesale fibre provider. This transformation demonstrated the group’s ability to manage complex network transitions and regulatory frameworks while maintaining uninterrupted service delivery.
Shaikh Abdulla bin Khalifa Al Khalifa, Chairman of Beyon Group, said the award reflects the company’s commitment to enabling advanced digital infrastructure across the region and supporting strategic national projects.
Andrew Kvalseth, CEO of Beyon Group, noted that the selection followed two years of preparation and highlighted Beyon’s engineering capability, operational readiness and digital-first operating model as key factors in the successful bid.
Following the announcement, Beyon will move into the next phase of implementation, working closely with KAPP and the Kuwait Ministry of Communications to establish the project company and begin preparations for the rollout of the national fibre network.
