Algiers — October 21, 2025: Algeria has unveiled its new University Digital Library, a landmark initiative designed to accelerate the country’s digital transformation in higher education and scientific research.
The platform was officially launched by Minister of Higher Education and Scientific Research Kamel Baddari at the Ministry’s headquarters, marking a major milestone in the nation’s strategy to modernize its academic infrastructure and foster a knowledge-based society.
Developed under the University Publications Department, the digital library forms part of the Ministry’s broader vision to create an integrated digital ecosystem that provides seamless access to academic and research materials. It allows students, professors, and researchers to securely access educational resources from anywhere in the country.
The University Digital Library hosts over 110,000 electronic documents, including university publications, doctoral theses (in collaboration with the National Center for Scientific and Technical Documentation – CERIST), and works from the Supreme Council of the Arabic Language. It also features materials from the National Center for Studies and Research on the National Movement and the November 1, 1954 Revolution, reflecting Algeria’s commitment to preserving national heritage through digital access.
In addition, the platform incorporates an innovation and intellectual property database developed with the Algerian National Institute of Industrial Property (INAPI). This partnership enhances visibility into national research and invention outputs, strengthening Algeria’s intellectual property and innovation ecosystem.
Minister Kamel Baddari emphasized during the launch that the digital library represents a core pillar of Algeria’s higher education reform, noting that digital transformation is not just about technological adoption but also about empowering the academic community with modern tools to compete globally.
“This initiative reflects our commitment to open knowledge, digital inclusivity, and innovation-driven education,” he said. “It lays the foundation for a smarter, more connected, and forward-looking Algeria.”
The initiative aligns with Algeria’s national agenda to expand digital accessibility, academic excellence, and research innovation, while positioning its universities at the forefront of the global knowledge economy.
