Morocco Adopts New Measures Advancing Education, Digital Transition, and International Cooperation

Rabat — October 30, 2025:
Morocco’s Government Council, chaired on Thursday in Rabat, approved a comprehensive set of decrees aimed at accelerating progress in education, digital transformation, social governance, and international cooperation.

Education and Research

The Council approved Decree No. 2.25.560, which updates the 2015 framework listing universities and institutions partnered with the state. The amendment introduces two new institutions:

  • The Higher School of Water, Energy, and Sustainable Development Technologies
  • The Higher School of Biomedical Engineering and Health Technologies

Presented by Minister of Higher Education Azzedine El Midaoui, the measure aims to expand Morocco’s academic landscape in high-impact fields such as sustainability, innovation, and health technologies—strengthening the country’s talent pipeline for future industries.

Justice and International Cooperation

The Council reviewed a new cooperation agreement between Morocco and Iraq, signed in Rabat on August 28, 2025. Introduced by Minister of Justice Abdelatif Ouahbi, on behalf of Foreign Minister Nasser Bourita, the agreement aligns with the 1983 Riyadh Arab Convention on Judicial Cooperation.

It facilitates the transfer of prisoners between the two countries, enabling individuals convicted abroad to serve their sentences at home. The initiative supports human rights protections and fosters judicial collaboration between Rabat and Baghdad.

Social Security Governance

Under Decree No. 2.25.641, the Council redefined the composition and governance structure of the National Social Security Fund (CNSS). Presented by Minister Younes Sekkouri on behalf of Nadia Fettah, the framework enhances transparency by clarifying representation of government bodies, trade unions, and employers. It strengthens governance in line with recent amendments to Law No. 1.72.184 and Law No. 02.24 (2025).

5G Telecommunications Rollout

In a landmark digital milestone, Morocco authorized the launch and operation of 5G mobile networks through three decrees:

  • No. 2.25.876 — License for Itissalat Al-Maghrib (Maroc Telecom)
  • No. 2.25.877 — License for Médi Telecom
  • No. 2.25.878 — License for Wana Corporate

These licenses follow a competitive bidding process conducted by the National Telecommunications Regulatory Agency (ANRT), building on technical guidelines approved in July 2025.

This development cements Morocco’s position as a regional digital leader, enabling faster connectivity, fostering innovation, and advancing the country’s digital transformation agenda.
