Huawei bids to supply Egypt with 2,008 AI chips as US considers rival offer

Huawei Technologies has submitted a proposal to supply Egypt with 2,008 artificial intelligence chips and build supporting data centre infrastructure, setting up a potential technology contest as the United States explores a competing package involving American companies.

The bid was submitted in response to an Egyptian government tender and would support both AI model training and inference workloads, according to Bloomberg.

Egyptian authorities have not confirmed whether Huawei’s proposal has been accepted or whether the tender has been awarded.

Proposal includes 1,408 Ascend 950 chips for AI training

Huawei’s offer includes 1,408 Ascend 950 series processors for a cloud platform designed to train artificial intelligence models.

The company also proposed supplying another 600 chips, using either Ascend 950 or Ascend 910B processors, for two inference clusters.

Training infrastructure is used to develop and refine AI models, while inference systems run those models after they have been trained.

Together, the proposed architecture would give Egypt dedicated computing capacity across both stages of the AI lifecycle.

Huawei outlines 12-month infrastructure build

According to documents reviewed by Bloomberg and people familiar with the matter, Huawei proposed a 12-month schedule to complete the required infrastructure.

The project is intended for government use.

The scope goes beyond the supply of processors, with Huawei also offering to build the data centre environment required to operate the AI systems.

That makes the tender strategically significant because it could determine not only Egypt’s choice of AI hardware, but also the broader infrastructure stack supporting government AI workloads.

US explores competing consortium

After becoming aware of Huawei’s proposal, the administration of US President Donald Trump began considering a competing offer.

The US Department of State contacted NVIDIA, AMD and Microsoft about potentially forming an American consortium to challenge Huawei’s bid, according to people familiar with the discussions.

No final US proposal has been confirmed.

The possible involvement of multiple American technology companies suggests Washington may seek to offer Egypt a broader package combining AI chips, cloud infrastructure and software rather than competing solely on hardware.

Export controls complicate US position

The potential competition is shaped by existing US restrictions on advanced AI chip exports to Egypt.

Shipments of certain advanced processors to the country have required US government approval since 2023.

That gives Washington the ability to impose conditions through the export licensing process, but it can also make procurement of American AI infrastructure more complex.

Huawei’s proposal therefore arrives at a time when governments seeking large-scale AI computing capacity are increasingly weighing technology availability alongside performance, cost, sovereignty and geopolitical considerations.

Huawei partners with iFLYTEK

Huawei’s bid also includes a partnership with Chinese AI company iFLYTEK.

Both Huawei and iFLYTEK were added separately to the US Commerce Department’s Entity List in 2019.

Their inclusion means transactions involving certain US technologies are subject to licensing requirements.

Despite those restrictions, Huawei has continued developing its Ascend AI processor family as part of a wider effort to reduce dependence on American semiconductor technology.

Egypt could become major overseas test for Ascend AI

Winning the Egyptian project would represent an important international expansion opportunity for Huawei’s AI infrastructure business.

The company is seeking to increase adoption of its Ascend processors outside China at a time when access to advanced semiconductor manufacturing equipment and technologies remains constrained by US controls.

A government deployment in Egypt could also provide Huawei with a significant reference customer in the Middle East and Africa.

For Egypt, the tender could provide dedicated sovereign computing capacity for government AI development rather than relying entirely on external cloud infrastructure.

Why this matters

The Egyptian tender is becoming more than a conventional technology procurement exercise.

It illustrates the growing geopolitical competition around AI infrastructure, where chip supply, cloud platforms, export controls and national technology strategy are increasingly interconnected.

If Huawei secures the project, it would strengthen China’s position in the regional AI infrastructure market and demonstrate that Ascend processors can compete for large government deployments outside China.
