Saudi Arabia’s Ministry of Human Resources and Social Development Tops 2024 Digital Transformation Index

Saudi Arabia’s Ministry of Human Resources and Social Development has been ranked first among ministries and second overall in the 2024 Digital Transformation Index, demonstrating the Kingdom’s commitment to technological progress. The award ceremony, held on December 15 in Riyadh, was part of the Digital Government Forum, which featured expert panel discussions, workshops, and presentations on artificial intelligence, cybersecurity, and e-services. The forum also coincided with the 19th edition of the UN Internet Governance Forum, hosted in Riyadh from December 15-19 under the theme “Building Our Multistakeholder Digital Future.”

The Digital Transformation Index evaluates government agencies’ adherence to digital transformation standards, analyzing their current progress and aligning their efforts with Saudi Vision 2030. The Ministry of Human Resources and Social Development secured the top position, followed by the Ministry of Justice in second place in the innovation category. The Ministry of Transport and Logistic Services came third, the Ministry of Hajj and Umrah fourth, and the Ministry of Energy fifth, out of 24 ministries.

The Ministry of Human Resources and Social Development also received an excellence certificate from the Digital Government Authority for its Mowaamah application, which assists individuals with disabilities. The ministry was recognized for its pioneering role in digital transformation and leadership in this field. Additionally, the ministry received another certificate for its use of emerging technologies at the government level.

These awards reflect the ministry’s dedication to enhancing beneficiary experiences through advanced technologies and innovative solutions, as part of its digital transformation strategy. With over 1,000 digital services and procedures benefiting more than 32 million people, the ministry continues to set the standard for digital government.

According to the UN’s biennial E-Government Development Index for 2024, Saudi Arabia advanced 25 ranks, positioning itself among the top global nations. The Kingdom now ranks first in the region, second among G20 countries, and seventh on the E-Participation Index. Riyadh is also ranked third among 193 global cities. The UN report praised Saudi Arabia’s significant progress in digital government, noting the country’s 100 percent maturity in digital government regulations and its commitment to open government data accessibility for citizens and businesses.
