Abu Dhabi Unveils AI-Powered Digital Strategy for 2025-2027 to Lead Global Innovation

The Abu Dhabi Government has launched the “Abu Dhabi Government Digital Strategy 2025-2027,” marking a significant step in the emirate’s transformation towards becoming a global leader in AI-driven government services.

The strategy, implemented by the Department of Government Enablement – Abu Dhabi (DGE) in collaboration with various government entities, has allocated AED 13 billion for the 2025-2027 period to drive innovation and technology adoption across the emirate.

Key goals of the strategy include establishing a robust digital infrastructure to support the emirate’s future growth. This includes creating a flexible and scalable foundation for 100% adoption of sovereign cloud computing for government operations and fully digitising and automating all government processes. Additionally, a unified digital enterprise resource planning (ERP) platform will be developed to streamline operations, enhance productivity, and improve efficiency.

A key component of the strategy is the AI for All programme, which focuses on training and empowering citizens with AI applications. More than 200 innovative AI solutions will be integrated into government services, cementing Abu Dhabi’s position as a global hub for AI-driven innovation. The strategy also includes the development of digital guidelines and frameworks to ensure the highest standards of cybersecurity, addressing future challenges effectively.

Ahmed Hisham Al Kuttab, Chairman of the DGE, commented, “The Abu Dhabi Government Digital Strategy 2025-2027 reflects our leadership’s vision of being an AI-native government, seamlessly integrating AI across all government systems for a proactive, agile, and fully technology-enabled future. By embedding AI, cloud technologies, and data-driven insights into our operations, we will transform public service delivery, optimize government processes, and drive sustainable economic growth.”

This new strategy builds upon Abu Dhabi’s decade-long journey of digital transformation, evolving from e-government to smart services and now to AI-powered governance. The success of initiatives like the third evolution of the TAMM platform (TAMM 3.0) and the Abu Dhabi Program for Effortless Customer Experience showcases the direction towards next-generation digital solutions, leveraging AI, cloud computing, sustainability, and data analytics.

The strategy is expected to contribute more than AED 24 billion to Abu Dhabi’s GDP by 2027, creating over 5,000 job opportunities in alignment with Emiratisation efforts.

With partnerships including the Mohamed bin Zayed University of Artificial Intelligence for upskilling, the Advanced Technology Research Council (ATRC) for large language models, and G42 for AI infrastructure development, Abu Dhabi is reinforcing its position as a global leader in digital governance and sustainable development.
