Dubai Municipality has rolled out a new digital application, Eltizam, designed to empower selected government officials with judicial officer status to monitor and document public cleanliness violations in real time. The initiative aims to reinforce Dubai’s ambition of being the cleanest city in the world.
Through the app, authorised users can capture photos of violations, automatically record locations, add notes, and log breaches instantly. The programme is grounded in Dubai Law No. 19 of 2024, which regulates judicial officer status across the emirate.
The first phase of enforcement focuses on eight violations: spitting in public areas, improper disposal of chewing gum, littering, dumping waste into seas or beaches, draining vehicle wash water in non-designated areas, barbecuing or lighting fires in unauthorised spots, posting materials that deface public spaces, and failing to remove animal waste.
Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, described the launch as a milestone in strengthening civic responsibility:
“Public cleanliness is not a technical issue alone, it is a civic value and a shared commitment. Eltizam reflects our mission to use technology and regulation together to protect Dubai’s urban appeal and reinforce its position as the world’s cleanest city.”
The Municipality added that the app is part of broader efforts to enhance environmental standards, sustainability, and overall quality of life through community-led tools and digital governance.
