IBM Partners with UAE’s Climate Ministry to Advance AI-Driven Environmental Management

Dubai, October 28, 2025IBM has entered into a strategic partnership with the UAE Ministry of Climate Change and Environment (MoCCAE) to develop AI-powered systems that will support the nation’s environmental management and sustainability goals. The collaboration was formalized at GITEX Global 2025 in Dubai, witnessed by Dr. Amna bint Abdullah Al Dahak, UAE’s Minister of Climate Change and Environment.

Representing MoCCAE at the signing was Amal Abdulrahim, Assistant Undersecretary for Support Services and Chief AI and Innovation Officer, while Shukri Eid, IBM’s General Manager for the Gulf, Levant, and Pakistan, signed on behalf of IBM.

The partnership focuses on creating AI-driven prototypes that enhance environmental governance and automate compliance systems. A key project under this initiative is the development of an intelligent verification platform for CITES certificates — documents regulating the trade of endangered species under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

The AI system will automate data entry and validation for CITES and phytosanitary certifications, ensuring faster, more accurate compliance and reducing administrative burdens. By leveraging IBM’s global expertise in sustainability-focused AI applications, the UAE aims to strengthen environmental protection, improve biodiversity monitoring, and modernize regulatory oversight.

This partnership aligns with the UAE’s broader Vision 2031 and Net Zero 2050 strategies, underscoring the role of public-private collaborations in achieving data-driven environmental management and responsible innovation.
