Pakistan to Launch National Data Exchange Layer for Secure Digital Governance

Pakistan is preparing to launch a National Data Exchange Layer (DXL) developed in collaboration with NADRA, aimed at enabling secure, real-time data sharing across government institutions. Minister of State for IT and Telecommunication Shaza Fatima Khawaja made the announcement at the 26th South Asian Telecommunication Regulators’ Council (SATRC-26), hosted by the PTA under the Asia-Pacific Telecommunity (APT).

Speaking as Chief Guest, Shaza reaffirmed Pakistan’s commitment to regional digital cooperation and sustainable ICT growth. She outlined several key initiatives, including the National Fiberization Policy to accelerate broadband expansion and an upcoming 600 MHz spectrum auction to improve high-speed connectivity and enable 5G readiness.

She also confirmed that the Mobile Virtual Network Operator (MVNO) framework is nearing approval — a move expected to open the telecom market to new players, boost competition, and drive innovation.

During a panel discussion, Jazz’s Head of Public Policy Mudassar Hussain emphasized that spectrum should be treated as critical digital infrastructure rather than a short-term revenue source, noting Pakistan’s high telecom tax burden as a barrier to digital progress. Panelists urged harmonized regional spectrum policies and adoption of satellite and Wi-Fi-based technologies to bridge the connectivity gap.

APT Secretary General Dr. Masanori Kondo commended PTA’s leadership in fostering regional collaboration, while PTA Chairman Major General (R) Hafeez ur Rehman reaffirmed Pakistan’s commitment to regulatory harmony, ICT resilience, and digital inclusion — key elements of a connected South Asia.
