Council of Europe Participates in AI-Forward Summit 2025 in Tunis

From 30 November to 4 December 2025, Daniel Pap, Legal Adviser at the Council of Europe’s Digital Development Unit, took part in the AI-Forward Summit 2025 held in Tunis, Tunisia. The summit brought together government officials, international organisations, private-sector stakeholders, and academics to exchange views on the latest developments in artificial intelligence.

During the discussions, Pap highlighted the Council of Europe’s AI Framework Convention, underlining its emphasis on safeguarding human rights, democracy, and the rule of law in the design and deployment of AI systems. He also presented HUDERIA, a practical methodology designed to support risk and impact assessments across the full AI lifecycle.

The summit served as a platform to strengthen the Council of Europe’s engagement in the region, increase awareness of rights-based AI governance, and encourage dialogue on responsible and compliant AI adoption among public and private actors.
