Morocco Strengthens E-Government Architecture With Idarati X.0

Morocco has taken a major step in advancing its digital government agenda with the launch of the operational phase of the Idarati X.0 platform, a unified digital services initiative designed to streamline citizen access to public administration services through a single interface.

The project, led by the Ministry of Digital Transition and Administration Reform in coordination with the National Commission for the Control of Personal Data Protection (CNDP), is structured around a national digital wallet authenticated through Morocco’s electronic national identity card (CNIE). The platform is intended to serve as a central entry point for accessing multiple public services while improving interoperability across government systems.

Eight memorandums of understanding were signed in Rabat to initiate the rollout, involving key public institutions including the Ministry of Youth, Culture and Communication, the Ministry of Transport and Logistics, the National Social Security Fund (CNSS), the National Road Safety Agency (NARSA), and the National Agency for Land Conservation, Cadastre and Cartography (ANCFCC). The agreements reflect a cross-sector approach aimed at reducing fragmentation and enabling secure data exchange between administrations.

Authorities have positioned Idarati X.0 as more than a service aggregator, with the initiative focused on redesigning administrative processes and improving user journeys across government services. The rollout is structured in multiple phases, including benchmarking, technical development, and financial assessment covering capital and operational expenditure requirements.

Data protection and cybersecurity form core components of the platform’s design, with “privacy by design” and “security by design” principles integrated from the outset. The CNDP’s involvement ensures alignment with national data governance standards and regulatory compliance requirements.
