Pakistan has maintained its Fifth-Generation (G5) regulator status under the International Telecommunication Union (ITU) Regulatory Benchmarking Framework, achieving a score of 75.77 in the ITU G5 Benchmark 2025. The result reflects continued progress in regulatory reforms and alignment with international telecommunications standards.
Pakistan first entered the G5 category in 2021 with a score of 58.64, which improved to 68.36 in 2023 before reaching the current level in 2025. The consistent upward trajectory highlights advancements in spectrum management, competition frameworks, and digital policy development aimed at strengthening the country’s telecommunications ecosystem.
The latest score places Pakistan firmly within the “Advanced” regulatory maturity range, defined by scores between 60 and 80, and signals progress toward the “Leading” tier, which begins at 80. The recognition enhances Pakistan’s credibility within global regulatory forums and supports its positioning in international telecommunications policy discussions.
The ITU benchmarking framework evaluates regulatory effectiveness based on factors such as market openness, innovation enablement, consumer protection, and policy adaptability to emerging technologies. Pakistan’s improved performance reflects ongoing efforts to modernise regulatory structures and support digital growth across the telecom sector.
The achievement comes amid broader national initiatives focused on strengthening digital infrastructure, improving connectivity, and supporting innovation within the technology and telecommunications sectors. Maintaining G5 status is expected to support investor confidence and reinforce Pakistan’s participation in global digital and regulatory initiatives.
