Bahrain-headquartered telecom group Beyon has been selected by the Kuwait Authority for Partnership Projects (KAPP) as the winning investor for Kuwait’s Fixed Telecommunications Network Development Project.
The announcement marks the next step toward establishing a project company under a 50-year Public Private Partnership (PPP) agreement. Under the deal, Beyon will design, finance, build, operate, and maintain a nationwide high-speed fiber broadband network across Kuwait, with total investment exceeding $2.8 billion over the concession period.
KAPP will hold a 60% stake in the new project company, while Beyon will retain 40%. Following full operational readiness, KAPP plans to float a portion of shares through an IPO for Kuwaiti citizens.
The network aims to reach 90% of Kuwait’s available plots and will deliver symmetrical speeds of up to 10Gbps, supporting households, businesses, and government institutions. The project forms a key component of Kuwait’s digital transformation agenda under Vision 2035.
Beyon was selected after a competitive qualification and tender process, outperforming several international bidders. The company highlighted its in-house technical expertise and its experience in large-scale fiber rollouts across Bahrain, Jordan, the Maldives, and the Channel Islands. It has delivered over 2.2 million home-passed connections, with fiber coverage in Bahrain exceeding 95%.
The group also pointed to its experience in structurally separating Batelco and establishing Bahrain Network (BNET) as a wholesale entity, demonstrating its ability to manage complex regulatory and infrastructure transitions.
Chairman Shaikh Abdulla bin Khalifa Al Khalifa described the award as a milestone of national significance for Kuwait and a testament to regional capabilities in delivering strategic infrastructure. CEO Andrew Kvalseth said the win reflects two years of preparation and underlines Beyon’s engineering strength, operational readiness, and digital-first model.
Beyon will now move to establish the new project company and coordinate closely with KAPP and Kuwait’s Ministry of Communications to ensure timely implementation.
