MASEN starts construction on 305MW solar PV portfolio in Morocco

The Moroccan Agency for Sustainable Energy (MASEN) has begun construction on the Noor Atlas solar PV portfolio, a 305MW project comprising six solar plants across multiple regions of Morocco.

The largest installation, Noor Ain Beni Mathar (121MW), is located in the Oriental region, which also hosts the smallest project in the portfolio, the 29MW Noor Bouanane plant. The remaining projects are distributed across Fez-Meknès, Drâa-Tafilalet, Souss-Massa, and Guelmim-Oued Noun, reflecting a geographically diversified approach to solar deployment.

MASEN has secured a power purchase agreement (PPA) with the National Office of Electricity and Drinking Water, ensuring offtake for the generated electricity and reinforcing the country’s structured renewable energy model. The project is also backed by international financing, including €129 million from the European Investment Bank and support from Germany’s KfW.

The launch of construction marks a positive step for Morocco’s renewable energy sector, which has faced recent challenges, including delays in large-scale interconnection projects and slower-than-targeted renewable energy penetration. As of 2024, renewables accounted for 26% of Morocco’s electricity generation, still below the national target of 52% by 2030.

Despite these challenges, Morocco continues to strengthen its position in clean energy, not only through project development but also by investing in solar manufacturing. Initiatives such as planned green polysilicon production aim to diversify global supply chains and reduce reliance on dominant producers.

The Noor Atlas portfolio underscores Morocco’s continued commitment to scaling renewable energy capacity, enhancing energy security, and advancing its long-term sustainability goals.
