Qatar’s CRA Opens Public Consultations on Postal Service Licenses to Enhance Sector

Doha: The Communications Regulatory Authority (CRA) has initiated public consultations on draft licenses for postal services in Qatar, inviting all stakeholders in the sector to participate. This initiative aims to establish a transparent and fair regulatory environment in line with Law No. (15) of 2023, which regulates postal services.

CRA has issued three draft licenses for public consultation: the Postal Service License for Qatar Postal Services Company, the Courier License for Domestic Services, and the Courier License for International Services. Stakeholders are encouraged to provide their feedback by answering specific questions outlined in the consultation guidelines.

The consultations aim to open Qatar’s postal market, foster competition, and support growth by enhancing the business environment, encouraging innovation, and improving service quality. These efforts align with international standards, technological advancements, and recommendations from the Universal Postal Union (UPU), as well as Qatar National Vision 2030 and the Third National Development Strategy 2024-2030.

The new law empowers CRA to regulate the postal sector, establish licensing conditions, protect consumer rights, and ensure fair competition. The consultations will help CRA understand stakeholder needs and improve the quality of postal services.

CRA previously hosted a workshop in July to enhance the complaint handling process in postal services, and another workshop is planned for September 2024 to discuss feedback from the current consultations.

Further regulations on the postal sector, including license applications, fees, consumer protection, and quality of service, will be issued for public consultation later. Stakeholders can submit their feedback via email by August 29, 2024, with consultation documents available on CRA’s website.
