Thales Alenia Space, a leading European space company, has signed a Memorandum of Understanding (MoU) with Moroccan operator Panafsat to develop a cutting-edge satellite communications system. This partnership, announced during French President Emmanuel Macron’s state visit to Morocco, aims to provide very-high-throughput services (VHTS) to 26 African countries, including 23 French-speaking nations, reaching approximately 550 million people across 12 million square kilometers.
The MoU was signed in the presence of key figures, including Moroccan Minister of the Economy and Finance, Nadia Fettah Alaoui, and French Minister of the Economy, Finance and Industry, Antoine Armand. Under the agreement, Thales Alenia Space will design and build a high-performance, flexible satellite system capable of delivering high-speed internet and supporting the digital transformation of Africa’s connectivity infrastructure. The new system will serve governments, businesses, and individuals, particularly in rural and underserved areas, helping bridge the digital divide.
Ahmed Toumi, Chairman and CEO of Panafsat, emphasized the project’s significance, stating, “This project is a critical step in the digital transformation process and the development of the digital economy in Morocco and Africa as a whole. It will change the lives of millions by providing internet access and essential services.”
The satellite system will also contribute to various regional development programs, such as the Digital Economy for Africa (DE4A) and Morocco’s national strategy, Digital Morocco 2030. In addition, it will play a key role as Morocco prepares to co-host the FIFA World Cup 2030, ensuring enhanced connectivity across the region. Thales Alenia Space CEO Hervé Derrey noted, “It is a privilege for Thales Alenia Space to partner with Panafsat on this project. The satellite will bridge the digital divide in rural areas, stimulate economic growth, and strengthen Africa’s digital sovereignty.”
Panafsat, recognized for its strategic position under Casablanca Finance City (CFC), was founded by Ahmed Toumi, who has a distinguished career within the ITU Radio Regulation Board and ITSO-Intelsat. The new satellite will be Morocco’s first geostationary satellite, supporting Panafsat’s mission to drive digital transformation across Africa.
Derrey also highlighted the collaborative spirit behind the initiative, stating, “We are honored to partner with Africa’s leading private operator, Panafsat, to expand its capabilities and develop space services that will benefit the entire continent.”
