State-Owned HCFI and e& Egypt Sign Protocol to Digitize Carry On Retail Outlets

Egypt’s Holding Company for Food Industries (HCFI) has signed a cooperation protocol with telecom operator e& Egypt to implement integrated digital solutions across HCFI’s modernised consumer cooperatives, including Carry On outlets. The agreement supports the digitisation of subsidised retail stores as part of the government’s broader digital transformation agenda.

Under the protocol, e& Egypt will deliver a comprehensive package of telecommunications and internet services, cloud computing and digital transformation solutions, electronic payment systems, as well as tracking technologies and surveillance cameras. The initiative also includes upgrading digital infrastructure at store branches and connecting them to modern technology platforms to enhance operational efficiency and service sustainability.

The partnership enables the rollout of e& money services at Carry On outlets, alongside the installation and operation of Super Pay machines. An integrated loyalty points system will also be developed, allowing customers to access a range of benefits and services. These measures are intended to promote financial inclusion and encourage wider consumer adoption of the upgraded subsidised retail outlets, aligning them more closely with major commercial retail chains.

The signing ceremony was attended by Minister of Supply and Internal Trade Sherif Farouk at the ministry’s headquarters in Egypt’s New Administrative Capital. Farouk said the Carry On project represents an advanced model for subsidised retail, aimed at improving service quality, strengthening consumer trust in ministry-affiliated outlets, and delivering a qualitative improvement in the presentation of goods and services.

The initiative forms part of wider state efforts to modernise domestic trade systems, accelerate digital adoption, and improve citizens’ access to subsidised goods and essential services.
