IBM has announced the general availability of IBM Sovereign Core, a new platform designed to help governments, regulated industries, and enterprises operationalise digital sovereignty strategies while maintaining control over sensitive data, workloads, and infrastructure.
The announcement was made during IBM Think 2026, where the company positioned Sovereign Core as part of its broader push to support organisations navigating increasingly complex regulatory, geopolitical, and cybersecurity requirements tied to cloud and AI adoption.
IBM Sovereign Core is designed to provide enterprises with greater control over data residency, operational governance, encryption, and compliance management across hybrid cloud environments. The platform aims to support sectors such as finance, healthcare, telecommunications, defence, and public services where sovereignty requirements are becoming central to digital transformation initiatives.
According to IBM, the solution enables organisations to deploy sovereign cloud environments with policy controls that help ensure data remains within approved jurisdictions while supporting regulatory frameworks and operational resilience requirements.
The launch comes as enterprises worldwide face mounting pressure to balance AI innovation and cloud scalability with national data protection laws, sector-specific compliance mandates, and concerns around cross-border data exposure.
IBM said Sovereign Core integrates with Red Hat OpenShift and broader IBM Cloud capabilities, allowing organisations to build secure and compliant environments without fully sacrificing interoperability or application portability.
The company also highlighted increasing demand from governments and enterprises seeking infrastructure models that support sovereign AI initiatives, trusted digital ecosystems, and localised control over mission-critical data assets.
