Saudi Arabia Seeks Public Input on Global AI Hub Law to Strengthen Digital Economy and Attract Investments

The Communications, Space, and Technology Commission (CST) has invited the public to provide feedback on the proposed Global AI Hub Law, which aims to create a robust legislative and regulatory environment for technology investments, with a particular focus on data centers and artificial intelligence (AI).

The law seeks to position Saudi Arabia as a global digital hub and a key player in the global digital economy by fostering innovation, entrepreneurship, and research in advanced technologies. It will also promote the establishment of sovereign data centers, ensuring data sovereignty and service continuity while driving market growth in AI and data services.

The law outlines three advanced models: the “Private Center,” which targets international clients looking to host their data and services in Saudi Arabia; the “Extended Center,” and the “Virtual Center,” which aim to attract major AI and cloud computing companies to host their global clients within the Kingdom. These models offer varying levels of sovereignty and privileges to meet the diverse needs of international customers. Additionally, the law aligns with global treaty frameworks and principles, reinforcing Saudi Arabia’s position as a global leader in digital infrastructure.

CST is calling on government and private entities, investors, and the general public from various sectors to share their views and suggestions. The consultation period, which began on April 14, 2025, will continue until May 14, 2025, with feedback being collected via the Public Consultation Platform.
