Kuwait City — The Public Authority for Disabled Affairs (PADA) and the World Wide Web Consortium (W3C) GCC Chapter have signed a Memorandum of Understanding (MoU) to update Kuwait’s National Framework for Digital Access, ensuring better inclusion and accessibility for people with disabilities. The initiative is being implemented in coordination with the Central Agency for Information Technology (CAIT).
PADA Chief Specialist Engineer Amna Safar said the updated framework will make applications and online services more accessible for individuals facing challenges using digital platforms. Launched in 2018, the National Code for Digital Framework will now be modernized to align with Kuwait Vision 2035, emphasizing digital transformation and inclusion.
Safar added that new training programs and workshops will be held for government entities in collaboration with CAIT to promote the adoption of the updated framework.
Mohammad Ashkanani, CEO of W3C GCC Chapter, noted that the agreement will enable people with disabilities to access e-services independently. He said the plan includes standardizing website and app accessibility, requiring training for both government and private-sector staff. The goal, he added, is to have all major public digital services — including the Sahel government services app — fully compliant by 2026.
Meanwhile, CAIT Chief Specialist for Digital Services Wafaa Al-Otaibi reaffirmed the authority’s commitment to supporting Kuwait’s digital transformation. She said CAIT has already begun coordinating with various government bodies to integrate the updated framework within the 2026–2027 budget, ensuring readiness for implementation.
CAIT will continue to work with partner entities to keep the framework responsive to citizens’ needs and ensure equitable digital access for all segments of society.
