UNDP and Algeria Partner to Accelerate National Digital Transformation

Algiers, November 3, 2025 — The United Nations Development Programme (UNDP) has signed a two-year declaration of intent with Algeria’s High Commission for Digitalization (HCN) to advance the country’s national digital transformation agenda. The collaboration aims to modernize public services, strengthen the digital economy, and expand nationwide connectivity in alignment with Algeria’s pursuit of technological sovereignty.

Under the agreement, UNDP will provide technical and human expertise to help design digital training programs, develop local talent, and promote the adoption of international digital standards. The initiative also includes policy advisory support, innovation implementation, and the creation of multi-stakeholder partnerships among entrepreneurs, academia, government institutions, and the private sector to build a resilient and sustainable digital ecosystem.

The project supports Algeria’s broader national digital strategy, which focuses on training, startup growth, and universal connectivity. As of 2025, Algeria had over 54 million mobile connections (116% of the population) and an internet penetration rate of 76.9%, according to DataReportal. These developments reflect the nation’s ambition to achieve full digital coverage and enhance service delivery for citizens and businesses.

The UNDP-HCN partnership responds directly to President Abdelmadjid Tebboune’s calls for accelerated digitalization across all sectors. Once fully operational, the cooperation is expected to improve interoperability of government data, modernize public administration, and strengthen Algeria’s digital infrastructure.

In the long term, the initiative is poised to boost digital inclusion, empower startups, and reinforce Algeria’s technological independence, positioning the country as a regional leader in digital governance and innovation.
