Morocco Launches National Digital Platform for Healthcare Protocol Management

Morocco’s Ministry of Health and Social Protection is implementing a national collaborative information system to centralize, secure, and disseminate official healthcare protocols covering prevention, screening, diagnosis, and patient care.

Through an integrated mobile application and administration platform, the project aims to harmonize care practices, strengthen professional coordination, and modernize the management of medical references across the country.

The initiative reflects the broader digital transformation of Morocco’s healthcare system, extending beyond service delivery to how medical protocols are designed, distributed, and adopted by professionals in the field. The system is conceived as a national operational tool serving all professionals working in primary healthcare facilities and specialized support structures, particularly those dedicated to tuberculosis, HIV, and viral hepatitis.

Its core objective is to guarantee unified, reliable, and continuously updated access to official medical references while reinforcing consistency of practice across all regions.

At the heart of the platform is a native mobile application that enables structured protocol consultation by health program, pathology, and procedure type. Content is organized as standardized operational procedures and clinical algorithms to support daily use. Search functionality is designed for speed and precision through simple and multi-criteria queries.

A major component involves converting existing PDF protocols into dynamic digital e-books, overcoming the limitations of static documents that are difficult to update and distribute. Beyond reference access, the platform functions as a collaborative space, integrating discussion forums organized by theme, hierarchy, or geography. This enables professionals to exchange insights, share documents, and follow current health program topics.

Security is a central pillar of the system. The ministry emphasizes protocol authenticity, traceability of updates, and strict identification of authorized managers. Access will rely on reinforced authentication mechanisms, including biometric verification alongside conventional credentials.

Scheduled for deployment between February and June 2026 and financed through Global Fund support, the project will be delivered as a turnkey system, including the mobile app, administration interface, source code, and management tools. Through this initiative, the ministry is laying the foundations for modernized, secure, and coordinated health protocol management nationwide.
