Morocco Achieves Medium Maturity in ESCWA’s 2025 Electronic and Mobile Government Services Index

A recent report by the United Nations Economic and Social Commission for Western Asia (ESCWA) has placed Morocco among the countries with medium maturity in electronic and mobile government services. The report, part of the sixth edition of the “Maturity Index of Electronic and Mobile Government Services,” was released on May 5, 2025, and covers 17 Arab countries.

Launched in 2019, the ESCWA index is a periodic assessment tool that gathers data from questionnaires completed by government institutions in participating countries. It evaluates digital government services across three main pillars: service availability and development, usage and user satisfaction, and public access.

The countries were grouped into four categories based on their maturity levels. The first group, “early maturity,” includes countries with index values below 0.25, such as Syria, Libya, Mauritania, Yemen, and Somalia. The second group, “medium maturity,” includes countries with values between 0.25 and 0.50, including Morocco, Algeria, Tunisia, Palestine, and Iraq. The third group, “advanced maturity,” covers countries with values between 0.50 and 0.75, such as Oman, Bahrain, Kuwait, and Jordan. The top category, “very advanced maturity,” includes Saudi Arabia, the United Arab Emirates, and Qatar, with scores between 0.75 and 1.

In the sub-index for service availability and development, Morocco remains in the medium maturity category, indicating that its digital infrastructure is growing but still requires improvement to enhance efficiency and innovation.

In terms of service usage and user satisfaction, Morocco maintains a medium ranking, while countries like Saudi Arabia, the UAE, and Qatar rank in the top tier, highlighting the need for Morocco to build user trust and improve its digital services experience for citizens.

Morocco was classified in the advanced maturity category (0.50–0.75) for public access, which measures how widely digital government services are accessible to the population. This places Morocco alongside countries like Jordan, Algeria, and Tunisia, but still behind regional leaders in digital government services.
