The Digital Cooperation Organization (DCO) concluded its fourth annual General Assembly in Jordan on February 19, 2025, with the endorsement of its 2025-2028 Agenda aimed at advancing digital maturity and narrowing the global digital divide. The event marked the launch of new digital cooperation initiatives that will help drive inclusive growth in the digital economy across Member States.
The 16 DCO Member States reaffirmed their commitment to building an inclusive, human-centric, and sustainable digital economy. The General Assembly also welcomed the introduction of the Associate Membership mechanism and celebrated the successful implementation of the WE-Elevate initiative.
Among the initiatives endorsed at the Assembly were the DCO Entrepreneurship and Innovation Standard of Excellence, the DCO Interoperability Mechanism for Cross-Border Data Flows, and the establishment of a Ministerial Committee chaired by Kuwait. The Member States also supported various frameworks, including the AI Ethics Evaluator, AI Readiness Toolkit, and the E-Waste Management Framework.
The Assembly saw the signing of multiple Memorandums of Understanding (MoUs), including agreements between the DCO and the Mohammed Bin Salman Foundation (MISK), HP Inc., the Agency for Economic Cooperation and Development, and between the Sultanate of Oman and 500 Global. Additionally, a Statement of Intent was signed between the DCO and the United Nations Office for South-South Cooperation (UNOSSC).
The 2025-2028 Agenda, which was endorsed during the Assembly, provides a clear direction for future initiatives that will foster transformative growth and ensure collective success through multilateral actions in an increasingly interconnected, technology-driven world.
As part of the Assembly proceedings, Jordan handed over the presidency of the DCO Council for 2025 to the State of Kuwait. The DCO Executive Committee for 2025 will be chaired by the Kingdom of Saudi Arabia and include Member States such as Jordan, Kuwait, Pakistan, Cyprus, Morocco, and Oman.
Jordan’s Minister of Digital Economy and Entrepreneurship, H.E. Engineer Sami Smeirat, expressed his honor in hosting the Assembly and emphasized Jordan’s commitment to leading global efforts in digital cooperation. He also highlighted the country’s focus on empowering youth and women in the technology sector.
Deemah AlYahya, Secretary-General of the DCO, acknowledged the progress made over the past four years and underscored the importance of global collaboration to drive digital economic growth. She expressed optimism about the future, stating that the 2025-2028 Agenda marks the beginning of a new digital era for the DCO.
Looking ahead, Kuwait’s Minister of State for Communication Affairs, Omar Saud Al-Omar, expressed pride in Kuwait’s presidency of the DCO, emphasizing the country’s readiness to guide efforts in combating online misinformation and enhancing the digital economy through innovation and digital entrepreneurship.
The next DCO General Assembly will take place in Kuwait in February 2026, where the impact of joint initiatives under the 2025-2028 Agenda will be discussed.
