The Ministry of Information Technology and Telecommunication (MoITT) has introduced the Right of Way (RoW) One-Window Operation to simplify and speed up the process for telecom operators seeking No Objection Certificates (NOCs). The complex and fragmented approval process from multiple government agencies has been a major hurdle for fiber network expansion under Pakistan’s National Fiberization Vision.
The new One-Window Operation allows telecom operators to electronically submit applications, make online fee payments, and track their progress in real-time, reducing delays and improving transparency. Additionally, the platform includes an online system for complaint management and Fiberization Mapping to monitor national fiber network development.
This initiative is expected to lower operational costs for telecom companies, accelerate fiber optic rollout, and contribute to the Digital Pakistan Vision, which aims to modernize the economy, governance, and society. The project aligns with Prime Minister Shehbaz Sharif’s vision of digitalization, aiming to make the governance system paperless and reduce corruption, while setting a target of $25 billion in exports over the next five years.
Minister of State for IT, Shaza Fatima Khawaja, emphasized that this platform is a crucial step toward Pakistan’s digital transformation, facilitating faster infrastructure development to support the country’s growing digital economy.
