Togo Implements Mobile Number Portability to Enhance Telecom Competition

The Togolese Regulatory Authority for Electronic Communications and Posts (ARCEP) officially launched mobile number portability on May 3, 2024, in a ceremony led by Cina Lawson, Minister of the Digital Economy and Digital Transformation. This move allows consumers to switch mobile operators without changing their phone numbers, enhancing freedom of choice based on service quality and pricing.

This strategic implementation began technically in April 2023, following a regulation adopted in July 2022 and subsequently approved by the government. The decision was supported by a market study from October 2021, indicating that 95% of Togolese consumers favored the introduction of number portability.

Mobile number portability is expected to inject more competition into the Togolese mobile telephony market, which as of the fourth quarter of 2023, was dominated by Moov Africa with 59% market share, and Togo Cellular with 41%. This regulatory shift aims to improve service quality and pricing for Togolese consumers by fostering competitive practices among telecom operators.
